Carolyn Fischer is a senior fellow with RFF-CMCC EIEE and Resources for the Future, and currently holds joint appointments as a professor of environmental economics at the Vrije Universiteit – Amsterdam and as a Canada 150 Research Chair in Climate Economics, Innovation and Policy at the University of Ottawa. She is also a Tinbergen Institute affiliate, a fellow of the CESifo Research Network, and a member of Environment Canada’s Economics and Environmental Policy Research Network. She was the Marks Visiting Professor at Gothenburg University 2017-2018 and an EU Marie Skłodowska–Curie Fellow 2014-2016. She is currently a council member of the European Association of Environmental and Resource Economists (EAERE). She has served on the board of directors of the Association of Environmental and Resource Economists (AERE), and currently serves on the scientific board of Economics for Energy and the economics advisory board of Environmental Defense Fund. She is co-editor of Environmental and Resource Economics and serves on the editorial board of the Review of Environmental Economics and Policy and the International Review of Environmental and Resource Economics. She joined RFF in 1997 after earning her Ph.D. in Economics from the University of Michigan—Ann Arbor. In 1994-1995 she served as a staff economist at the Council of Economic Advisers.

Fischer’s research explores questions of environmental policy instrument design. She applies microeconomic theory and other modeling techniques to a variety of environmental and resource management issues, including climate and renewable energy policies, carbon leakage, technological innovation, eco-certification, and wildlife conservation.
